According to Section 8 of the National Youth Council Act, there shall be a Sub-county, Division, Municipal or Town Youth Council Executive Committee.

The Committee shall be composed of the Chairperson; Vice-Chairperson; General Secretary; Publicity Secretary; Secretary for Female Youth; Secretary for Student Affairs; Secretary for Labour Affairs; Secretary for Sports and Culture; and Secretary for Finance.

The Role of Sub-county, Division, Municipal or Town Youth Council

1. To represent the interests of the youth in the Sub-county and ensure the effective implementation of the National Youth Council Act and the National Youth Policy.
2. Carry out mobilization of youth in the Sub-county on behalf of the National Youth Council to fully participate in Government Development programmes.
3. The Sub County Youth Council carries out support supervisory roles to the lower youth Council structures in the sub-county i.e. Village and Parish Youth Councils.
4. Coordinate with the National Youth Council Secretariat on all matters related to the youth.
